OP has confirmed #, 19/12/2019 Another option is to walk with Pokmon that you want the Best Buddy CP bonus on.
Set a good attacker like Chandelure as your buddy and rake in both candy and a power boost #, 04/01/2020 I#ve seen some images and tweets showing the Buddy CP boost it#s level 41 Pokemon (2 power-ups).
Some sites said the boost was 5 levels instead 1.
Also, the leaders have the Buddy CP boost and their Pokemon are level 45! Blanche#s Metagross has 4035 CP , while a 100% Metagross with buddy boost is 3839?

CP Boost – While set as your buddy , your Pokmon gains a CP Boost , making it more powerful in Raids, Gym Battles, Team GO Rocket, and Trainer Battles.
The CP Boost won#t be applied if the Pokmon isn#t currently set as your buddy.
Best Buddy Ribbon – Your buddy now wears a special ribbon indicating you#ve reached Best Buddy status.
Your buddy may draw your attention to a PokStop they think is interesting, usually PokStops you haven#t visited with this buddy before.
